Yes that is exactly it. I didn’t want to risk simulating and losing fans. I would rather occupy another territory that is blank to add more reinforcements. Every 3 territories you have you gain one reinforcement

Oh nice you already use half of the tips, that's good! Hopefully the other 50% of the video helped you out too, it is all personal preference on an individuals approach in this game.
