Yeah, those are orders that players place in hopes that the first people that unlock him will just sell him off right away, which anyone trying to get him in the first few days is likely trying to do. Those people will likely sell him now for a crazy high price and then buy him back when he's much cheaper and most players have him unlocked.
Honestly, if you have the time, desire, and capability of doing so, it's a very good idea if you want to rake in a ton of guaranteed Stubs. In this program's case, it's even more so a good idea since everyone will be getting the same Boss card, which should make his price pretty low towards the end of the 10th Inning program.
