I think any team could benefit if possible social backlash wasn't a possibility. Excellent pitcher with a high floor and ceiling. High floor because you could get him for league minimum right now. Probably only a one year deal, but any team could sign him and, at the worst, potentially trade him at the deadline if he performs well. If he doesn't perform, DFA him with no consequence. If he helps enough, he is a Cy Young caliber arm that could excel in the playoffs.
I've thought of it like this. I went to grad school at UF when Tebow was there. Heck of a college QB and, from what I heard, was a very nice man. After he was drafted, his NFL career was more of a distraction than a lot of teams wanted to put up with. The question was: Is his skill worth the off the field show? Until the Broncos were able to sign Manning, the answer was yes. He was a known leader able to lead his team effectively without the raw skill Peyton Manning had. After Manning, the distraction was no longer worth his ability to other teams. Unfortunate for Tebow because he could have been a reliable backup for a decade or more.
Bauer was a show before his problems. The teams will weigh those questions. Look at my Angels. They need a front end arm. Right now it's one or two middle and two back end arms with a bunch of question marks. With my team in that much disarray, I'm still not sure he's worth it.
