Need some help with Trades not going through

Yes, I'm new to the game. No, I don't want to select forced trades or no budget restraints. I'm rebuilding Seattle and have had 3 trades blocked with "Franchise Budget Issues While Trading" I have 3 selected players for one player I want. Team indicator says they want the trade. I have a green up arrow showing I'm making 1.6 mil on trade. But I get Franchise Budget Issues While Trading and can't get the player I want. The player I'm going for is only 3 mil /year. Nothing outrageous. Any ideas?

Try switching the players you’re sending, so that you don’t add as much salary to their payroll.
