having the same issue. does anyone know if downgrading the perk to 3 fixes it? What a shame if I have to restart. I got pulse pounder flamethrower and recharge right out of college.

I really wish a developer would let us know if they are fixing the perks system cause as of now its useless

Appears that the update this morning fixed this issue.
Flamethrower is now triggering with only 1 out, as expected. No other perks tested yet, but encouraging!

While the bug is fixed how the perks are currently working still make most of the pitching ones useless unless you are a SP cause most of them have a restriction that only SP can really take advantage of like pulse pounder. It has a requirement of at least 6 K to activate and if you reduce that down to even 5 you lock out the other options cause you can only choose 3 options before its "mastered". Frankly i'd rather have the player quirks back than the perk system at this point.
