Twitch Drops

Who do I contact if I got notification in Twitch, from watching this stream, but the packs haven't hit my console?

Nobody, just give it some time. Sometimes even if you see the notification on Twitch, it takes a bit to appear in-game.
I'd say if it's not there by tomorrow, email SDS.
