If you go to programs, they will be under player programs, the page after themed programs and before the monthly programs

If you look up the card in game there is a Locations tab on the player information page that should also tell you where to find it at. IT's not always crystal clear but should point you in the right direction

or say the Last Ride Series Barry Larkin location is MISSION Earn Last Ride Barry Larkin.
