How do you play it? When you hit play, the giant popup message says there are no quest conditions, but I can't actually advance to the map because it says my "squad does not meet the current rules".

You have yo field a team with players from expansion teams.
There's a post in the Diamond Dynasty forum with the teams you have to use.

Heads up, Diamond Dynasty players! In the Expansion Era Diamond Quest, only players from Expansion Era teams are allowed (AZ, COL, HOU, KC, LAA, MIA, MIL, NYM, SD, SEA, TB, TEX, TOR, WSH).
