Why are some players not in all modes or in the incorrect positions?

I've noticed when I play a quick game, Tomoyuki Sagano from the Orioles is available as a starting pitcher, but he is not on the roster in Franchise mode. Anyone else have this issue? Interestingly, Ohtani is shown as a middle-reliever for the Dodgers.
