Why can’t I scan a picture?

Everytime I try to face scan a picture in the companion app, it never is able to process it and it irks me a lot. What do I do?

You can only can real faces because of the people out there that would scan things that are against the rules(because little kids play this game)
If you have to ask why something can't be done that should be able to do,it is ALWAYS because at some point people ruined it.
