Pitcher OVR fastest increase help

Is there a best practice to maximize Overall (OVR) growth in RTTS for a pitcher? I've been spending all my tokens on FB velo and arm strength with scattering in other areas. It seems my OVR is raising very slow. What attributes should I focus on for a pitcher?

The game tells you but it's not clear. You improve your pitcher rating by spending tokens on PER/9 and BIG GAME. The stats of the individual pitches don't seem to factor in.
