How do you unlock the perks? Nobody has explained this

From my understanding the only way the equipment percentage boosts works is by the perks being unlocked. So equipment is useless without perks unlocked or active. How do I unlock the perks? I don’t think nobody explained this…

My understanding is that perks unlock by completing an in-game action related to the locked perk. I could be totally wrong about this. They just seem to unlock on their own as I play through my career.

All the perks are circumstantial, so they activate themselves when all conditions for them are met. For example if the perk says contact boost when down in late innings with 1 out and with a man on base it won’t activate until all those conditions are present.

Also you can use tokens to upgrade the perks on the perks screen

You don't unlock perks any longer. Perks are part of the in game reward assigned for good plays. There is no published list of plays that need to be made for perks to be awarded, but once they are awarded, they are immediately useable within the limitations of how perks work now.
The game code will activate perks given the situation on the field matching the parameters that are listed for the perks. There are no specific limits to how many perks can be activated at the same time. I've seen situations in my own play where eight of them have been active at the same point.
Now, you can use tokens to upgrade existing perks. Each perk has about eight promotion levels and as you advance them it takes more and more tokens to unlock the next level for that perk. The boost for each level is clearly listed along with how many tokens it takes to activate the boost.

Nope, you pretty much nailed it!
And to confirm the other point. Perks provide boosts to existing attribute levels all by themselves. However, a perk also engages the boost of equipment when the perk(s) assigned against the equipment are activated within the game.
