Why can’t they make The Show 25 available to buy on Cloud Gaming separately?

There are some games on Cloud Gaming that you can only play if you buy them separately for full price regardless if you have Ultimate Game Pass. Why can’t they do that for The Show 25? I don’t and can’t afford to buy an Xbox just to play The Show 25. Why can’t they just do this?
