i missed out on andy pettitte’s XP path card earlier this year. will they make it available again or am i screwed ?

Usually they come back in S4 at the end

If you go by last year, everything ever released will be earnable again except the fomo handout nonsense (that crappy Betts, the future stars showcase cards, etc)
They may change it up though, prior years seemed to leave quite a lot of cards out of the forever programs
