Will there be a way to get players from previous seasons besides buying them? Maybe something similar to the recap program, but for all the previous seasons? Would be great for those who started playing late.

I can see them doing some kind of rewind packs for previous Ranked/BR/Events cards, but I wouldn't expect it until around November or December when the final Season drops since all cards will be eligible then.

Forever Season will more than likely have previous packs/obtainable cards in some form

Yeah it'll be like it was last year with the Forever program. And they'll make all cards technically usable.
