Can’t Anchor PCI

Anyone come across a situation where you completely lose the ability to anchor your PCI? All my settings are correct, I’ve tried reinstalling the game, and nothing. No matter what I do, I don’t have the option to anchor it anywhere. It’s like the ability is just completely gone.
