PS4 FPS and RTTS Ohtani-rule

I am considering upgrading from MLB The Show 22 to 23 on both PS4 and the Switch. I solely play RTTS but am considering starting a franchise mode. Two questions...
I saw old forum posts about massive FPS drops on the PS4, but all the posts were from like March/April. Has this been fixed or are PS4 players still having an issue?
I also saw posts from March/April about the managers in RTTS not applying the Ohtani-rule and letting you pitch and DH in the same game. Is this also still an issue?
Besides these, any reasons for or against the upgrade on the PS4 and/or Switch?

I haven’t played RTTS since they changed it with you talking to your agent and team via cell phone. Just don’t like that whole set up. So I don’t personally know but from what I understand this issue still exists where the manager won’t use the Ohtani rule.
