Unlockables blocked?

Can someone help me understand why certain unlockables I can't click on to purchase? I'm trying to get a audio unlockable and I've noticed the ones that show discovered by another user I can't click on to purchase? Just cause another user discovered it does that mean I can't purchase it or is this a glitch?

if it doesn't go into the market when you click on it,it means that it is a no sell program reward.

It is guaranteed to be in team affinity or another program if it isn't purchasable
