Finest of the Franchise Program

I am about halfway through with the finest program but i counted and there are only 18 2022 finest packs 3 from each division yet there are 48 total cards with only 4 of those from collecting a number of the other cards. Where do i find the rest, Am I missing something?

Trout is in BR, Degrom, Abreu, Bautista, and Harris are in events. You have to buy the rest of them. There is a program coming out this afternoon with more though
