CAP Pinch Hitter Pitching Glitch?

Every time I pinch hit my CAP for the pitcher on my DD team, I don't get asked if I want to bring in a pitcher from the bullpen the next inning! I do get asked if I pinch hit a non-CAP player. Also my CAP is not a 2-way player, he is a straight hitter.

Is anyone else getting this? Is this a bug?

Don’t use a CAP, it’s not like there’s a shortage of usable cards at any position.
