Why when I press toxic play the player isn’t punished. It’s getting real annoying to play a whole game where the players are throwing nothing but dirt balls. Unfun I swear I’m go switch to another game because I play to have fun not to have individual’s not use the zone at all.

If you stop swinging at the pitches out of the zone, I promise your opponent will stop throwing them there

Free walks
Wait till a 2 strike count and pick up controller and swing for the fences

The only toxic pitching is when people spam slide stepping or glitchy windups like Kimbrel's.
Take pitches until 2 strike, take walks, and even strike out looking a few times instead of swinging. That'll do it.
Now there's DISRESPECTFUL pitching, when someone throws the same spot over and over daring you to adjust, and then does it again after you adjust.
Also, throwing balls is not considered toxic play. Especially if you swing at them. So don't bother reporting it. And online people play to win, not simply have fun.

When I play, my goal is to have good at-bats and to pitch to my opponents weakness.
but then, when I'm pitching that complete game shutout, I realize maybe my opponent isn't having fun, so I throw a bunch of cookies so he can have fun and win, because it's not about me, I want to give, not take.

If a player is throwing nothing but dirt balls, and you arent walking your way to a mercy rule, then that means you're swingining at bad pitches.
One could argue that players that swing at every pitch even if they are all in the dirt are just as toxic and should be punished. An opponent should force you to mix up locations and think about what you're doing in order to win. If they're swinging wildly at everything, that seems pretty unfun to me. Might as well play someone who goes AFK and let's every pitch go down the middle, because the end result will be the same. A slaughter.
You seem to have one of two options. If you put down the controller and wait until a pitch comes into the zone, then your opponent might take you seriously and challenge you in the zone. Then you can have fun, assuming you can hit the ball when its in the zone. If that seems unreasonable to you, then I agree that finding a different game to play may work best.
