Cant switch pitcher

Sorry if theres been more threads on this, I've looked and couldn't find any. Anybody else having an issue of switching relief pitchers to get a better matchup? It will sometimes let me switch and sometimes it wont. Maybe theres some rule in baseball I'm not aware of. Thanks

This hasn't been an issue in past games, this a new rule in baseball? Or is it something they put in the game this year?

It's a new rule in the MLB this year. Was just implemented this offseason
