So the inner PCI is the sweet spot. We know this.
And the placement determines if you get under, on top of, pull/push, etc. It is where hands and eyes meet, along with timing.
What does the outer PCI represent? The faded part? The one that quintuples in size on contact swing?
Is it the handle? The bats aura?
I'm not trying to be a wise guy, I legit don't know.

My son and I were having a laugh trying to determine what it means.
We theorize that it is an energy field around the bat that (through use of the force), helps you get hits with your mind.
    Anyone?

Inside circle is contact. Outside is vision. Basically, the outside is how likely you are to foul it off

This is the correct answer. Although it seems any ball anywhere can be fouled off these days. Not to say I haven't had cases where I benefit but would rather it not be so easy to get foul tips and get the outs when I'm pitching.

    This actually makes sense.
    Thank you, gentleman.
So it's like a pitch that you see pretty well but can't square up.
The high plate vision guys can foul off pitches.
    Chris Davis is essentially blind.
Tony Gwynn can foul off pick off throws.
The problem is hitting these pitches 400 ft instead of fouling them off.
I have zero problem with the outer PCI then if it functions as intended.
