How many points r 78s worth, and how many points r required for the silver to gold pack?

In TA 78s are about 3400 and some change. Not sure on converting the silvers to gold part though.

Usually around 200 stubs per 78 card. You need 5 to make a gold in the exchange. I used this method to make stubs when the market is slow. Some gold cards stub value can be as much as 5000 stubs on the market depending on who people think will go diamond. Hold on to those and sell them in market and use the lower gold cards for exchanges. Then use the profits to buy low diamonds for the exchanges.
