In fact this season the worst bullpen ERA belongs to the Reds at 5.49.
Phillies 4.55. 10 teams with worse ERA.

So my answer is the Reds bullpen.

Not exactly the best metric to use, since you have to be in a position to get a save to blow a save.
Similar context star, the Reds have 27 Holds, the Phillies have 31 Holds.
Both are poor, but the Reds have a much worse bullpen.

The BS they let fly in their game with glitches and XP and freeze offs. I could keep going but I feel like I'm beating a dead horse. They could care less unfortunately.
