That is what they said they fixed. They didn't say they fixed everything that could freeze the game (because they can't fix people getting on wifi) -

This patch wasn’t for freeze off’s, it was for the CAP glitch. SDS is showing that they are ignorant and incompetent when it comes to this game and fixing it

You are half correct and half incorrect. The patch included both a fix for the RTTS CAP XP Glitch AND a fix for the Intentional Walk Freeze Off.
As for other freeze offs; chances are they are not caused because someone did something intentional. It's because something unintentional happened and it's a bug.
Freeze offs like that CANT be fixed unless people start submitting bug reports to SDS
