Yes, it is a PS promotion that is apart of the play at home.

Per the fine print from the blog post about the Play At Home stuff:

Brawlhalla, MLB The Show 21, NBA 2K21 and World of Tanks/World of Warships offers are not available in Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru and Uruguay. The World of Tanks/World of Warships and Destruction AllStars offers are not available in Japan.
So there are some areas it is not available in.

No go for me in Canada....said already purchased.
Edit: ps store gave me that. Then i redeemed in game from buy stubs screen. Just more tricky than needed.

On my PS5, if I go to "Buy Packs" > All 6 of the packs listed cost Stubs
Headliner Pack - 7,500 Stubs
Jump Start Pack - 15,000 Stubs
Show Pack - 1,500 Stubs
10 Pack - 15,000 Stubs
20 Pack - 30,000 Stubs
50 Pack - 75,000 StubsShoot on my PS5 it came up as news right on my main screen. When I selected it the system took me right to the buying page for it.
