can online gm players message players from other gm systems ?

so when playing an online rated gm I assume that after my opponents name ( in the upper left hand corner of the screen ) shows the playstation logo that he is A playstion member and I generally can message him during the online rated gm . but a lot of the times the is a different logo next to their name , something like += , I think , can I sound that this is an XBOX player and I never can message him . or even find his screen name when searching for it ?
