Pitcher Usage

One aspect the developers have not tried to fix for a long time is the cpu pitching usages. I just played a 4 game set in franchise mode and the same pitcher started the last two games. Not to mention their setup man pitched 9 innings the whole series. Is it that hard to program the cpu AI to use appropriate pitchers? Also, unless the opposing pitcher is tossing a shutout or what have you there is no reason he should be in the game when the stamina bar is empty.

These seem like they would be easy fixes and would definitely upgrade the game experience.
