They made it clear you can now start with a reliever on the mound and also use starters out of the pen at the cost of extra consumed energy. That's what happened.

I know you can use a reliever at the start of a game but how do you put a starter in as a reliever? When you go to your bullpen mid-game there are no starters available. I am talking about ranked seasons.

Not sure, I haven't tried yet. I do know they addressed this in the recent patch, maybe it didn't work properly before and it does now?

After you use up the bullpen, the starters are available

In the bullpen menu, hit R1 to have SP to choose from out of the pen.
