So if you don't complete all the showdown missions on your first try, does it not count towards the 1st inning program?? Because it doesn't let me restart

Showdown has multiple linked missions. The only ones you cannot fail are the red boss missions. If you fail a non-boss mission you just advance without the rewards. You can't retry them. If you lose a Red Boss mission then you lose the entire showdown and have to start from scratch.
You can't just restart any missions. I believe you would need to forfeit or abandon the run and repay the entry fee to start over.

Really You just have to complete the final showdown in order to get the program stars for the first inning.
You can fail any of the blue missions and be ok you just won’t get any of the showdown rewards

Not all of them, you can fail the non-boss missions. You will only lose out on the rewards for that mission but can still earn the rewards for other missions.
You only earn the Program points for the final boss mission
The way it works is that all of the missions up to the final boss help you improve your team and will actually make the final boss battle easier than if your failed all the minor missions. The game even lets you jump straight to the final boss mission if you want, skipping all of the ones before it. If course that makes the Boss battle much harder.
