Question about preorders and cross gen updates

Ps5's are near impossible to get here in Australia. My question simply this; if I pre-order the ps4 version and get the ps5 later in the year (maybe), what will the cost be to upgrade to the newer console version and will all game data transfer to the new console.

It is a lengthy wait for the new console down here.
