What do I need to stream?

My brother is looking to get into streaming (from PS4) so I'm trying to figure out what he needs so I can help him with a setup for Christmas. I've never streamed before so it's not my thing. Is there somewhere I can go where I can get a breakdown of a basic setup?
I did a little research and it seems like he HAS to use the PS4 camera to stream? Do you then connect a capture card to that? Any help is greatly appreciated!

The PS4 (and PS5) has rudimentary streaming capabilities built in. No need to buy a capture card to get started, though it may be something you want to get down the road once you’re more familiar with steaming. I’m would recommend a PS4 camera but he doesn’t even need this if he wants to go voice only. Just plug in a headset to the bottom of the controller and you’re set up (it’s bare bones, but it’ll at least get him going).
