Why do you mean by that ? MLB is asking for more money for player rights ? Players don’t want to be in the game ? Because I know Charles Barkley does not want to be in the NBA 2K games anymore.

Why do you mean by that ? MLB is asking for more money for player rights ? Players don’t want to be in the game ? Because I know Charles Barkley does not want to be in the NBA 2K games anymore.
SDS has rights to current MLB players through a deal with the league (or perhaps the players union or something along those lines. I'm not sure the exact details but something along those lines that is all encompassing.)
Former players need to be negotiated separately on an individual case by case basis. Some could potentially be more expensive than others. Others may not want to be in game or not respond to requests. And not all former players are needed/wanted by SDS for various reasons.
Finding all the details is next to impossible, but that's a very broad synopsis that should answer your question.

Those guys also all used steroids (I think) and SDS hasn’t put in those people yet.

They’ve put some of them in. Pudge used steroids, same with Sheffield. I’m sure the issue with McGwire, Bonds, Sosa, and Clemens is the image surrounding them.

Not surprised by those 3 not in the game but Pedro and Randy Johnson are two guys you would SDS would want

I remember Barry withholding his rights years ago. He even had a BB vidgame in development that never saw the light of day. -

Giambi's in the game, and he used.
Big Mac might be able to get into the game, MLB is cool with him. as evidence by him being a coach till a couple of years ago.
MLB wants nothing to do with Pete Rose, so they won't give the okay for him to be in the game.
Bonds controls his rights, and they'll cost a whole heck of a lot. He's controlled his rights for about 20 years.
