Anyone else come upon this?

guys takes 3 or 4 leadoff steps. You try to pick him off he runs to next base. Does it everytime there is a runner on base. No way to pick them off, and a step off lets them get back on base easily.

Just pick off to first and throw immediately to second you should get him.

I try and make sure I have a strong-throwing catcher behind the plate, like Johnny Bench. He's caught every man who's tried to steal off of me (except those who weren't caught due to mistakes I've made).

This^ I had Molina behind the plate and a lefty on the hill, then I saw the base runner take that lead you described and I threw to first and he just stole second easily. I wasn’t allowed to step off either for some reason because I kept hitting L1 and it wouldn’t work.
