Why is an 80 OVR Tony Perez selling now at 1 million stubs? Apologies as I was quite late to the game this year, is it that rare?

He was the first event reward of the year if I remember correctly.
And while he may be at "1m" stubs, no one is buying at that price. Seems the highest order that has gone through is 99k in the last week. -

So there’s no other way to earn him at this time..? Is he basically a super rare card, then..?

The rarity of these gold cards makes the collection for Honus a lot harder.. gonna need to just buy them cuz I haven't done any of the offline grinds

Some of them can still be earned in moments, although I personally gave up on the Zobrist one after attempting the first moment of the Cubs storyline.
