Moments locked?

I have Miami and Philly completely finished but it wont let me do the moments for those two. They say "moment locked" I can't complete the moments do to this. What's the fix?

I think it's a bug. Said they were working I a fix; but it's the holiday weekend, so I don't expect it to be soon.
