What do yo mean by stub transfers?

Theres people who use farm accounts which they transfer stubs from 1 account to another which we cant do. Or there are sites out there that sell stubs at a discount rate and sell them by transfering stubs to the buyers.

I noticed that on some diamond Bat sales...exact same buy now 33999 and sell now 63999 prices over and over....I sat and tried to buy and sell on that one item but on the laptop there were sales going through but not for my prices...
