Why can’t all inning’s be 900 program stars?

I like the fact 4th inning goes to 900 but 2nd & 3rd only went to 600? Is it random or are certain innings guaranteed to exceed 600?

I think it's based on their data, the 1st inning may have only show that 75% of the player base hit 600 star range so innings 2 and 3 were capped at 600 but after those 2 programs the data showed that 50% of the player based reached 600 stars a week to a weekend and half before the program finished so the increased rewards to 900. The said last year they would always watch but never changed anything this year its clear they are being a little more reactive to things content wise

Based on inning timer, the 4th inning is 4 weeks long, while the 2nd and 3rd were both 3 weeks long. Probably something to do with it.
