Grey Shadows

Can anyone tell me what exactly are the grey shadows that some players have for their pictures?
AFAIK, if a player has a face scan, they have a picture. If they don't have a scan, they have the generated picture. What about the grey shadow outline players?
From what I can tell, these players are updated in a save franchise. Both ways. I've seen grey shadows get a picture and I've seen players lose their picture and turn into a grey shadow.
Are they players that have withdrawn (or granted) their consent?
