Clutch ratings don't matter?

I really don't understand how clutch works. Every time I see a clutch batter with a 90 or higher clutch going against pitchers with under 50 clutch rating and low strikeout ratings, batters tend to strikeout, even those batter with extremely high clutch and strikeout ratings.
Both of my teams are batting in the .100s in clutch situations and have faced many extremely low clutch rating pitchers.
So exactly what does the rating do or is it not working?
This is in frachise, MOM mode. If I actually play the game myself those ratings do seem to matter.

For hitters, clutch replaces contact when there are runners in scoring position. For pitchers, clutch replaces H/9 when there are runners in scoring position
