How bad are you at content design if you have some teams that don’t have both a pitching captain and batting captain? Those theme teams are at a huge disadvantage to all the other ones. Please have one sliver of common sense when doing your content releases.
The All-Star TA some teams only had 1 player, but you could literally pick anyone now and you still screw this up?

I mean, the notion that theme teams are at a disadvantage because of this particular reason is a little absurd. The difference between a more powerful single captain and 2 lesser powered captains is not particularly impactful compared to difference between a team that has 95+s at nearly every position and a team that still has golds and low diamonds in its lineup.
If you run a theme team how often do you actually face another theme team anyway?
That said, I don't know what was wrong with the 2023 model of alternating pitchers and hitters every TA release. Once again a case of throwing out everything 2023 did well (which was almost everything besides expiring cards)

It’s not absurd at all if you had an ounce of common sense to look at the boosts and the impacts. +8 PWR is a huge boost. The captains on teams with no pitching captains do not have a real boost over captains on teams with 2 captains. If you have a captain giving +5 to all power you are missing out on a pitching captain giving +5 to all contact and vision which is huge.

It's not that simple.
If you want power then yeah, you are kind of at a disadvantage.
If you want contact then you are at an advantage (at least for the Cardinals).Just at a quick glance teams with no pitchers have double the captain boosts on their hitter cards. Some people may feel like they would rather have +12 to contact vs R & L over +6 to all power and contact attributes. It still comes out to +24 points overall so it is a matter of distribution.
That said, I do think it was a bit of poor planning.
