Timeout timer expired but still plays !?!

Someone please to help me explain how in these weekend tournaments you have a timer where you can use the menu as a pause or whatever there's a timer yet. If it expires it goes to zero then somehow as I'm waiting for my opponent. The timer expires. It goes to zero then it somehow lets them still pause. How come this is it will happen. Would it if the timer expire at 0 you get a option to forfeit the game?
