Yep, that is typical for Topps Now cards. They regularly give cards to rookies for getting their first hit. RBI or home run. They are usually for single game achievements.
In fact SDS seems to look for Topps Now Cards (these are real cards released by Topps) that are specifically for players who may not otherwise have any chance to earn a better card.

So what it's collection folder or maybe an early TA built card, is he going to get a finest or a All Star card extremely unlikely. He hit for the cycle and now has a low end Topps now card

Your argument could be attributed to a very large percentage of the cards SDS puts out. The Cycle has been accomplished less than 250 times in MLB history. Only 16 have been pulled off by a catcher. I'd say a paltry 86OVR card is an acceptable acknowledgment of the achievement. That's just my opinion though.
