CPU offense dead

First time i'm playing Franchise since MLB17.
The CPU cannot score more than 1 or 2 runs a game in my franchise. I've even put the pitching difficulty to Legend and still they cannot score runs.
Has it always been like this in more recent games? Anyway to fix?

If you adjust the sliders they’ll score plenty runs against you.

is that the only solution? I would think the game would be smarter to have the CPU teams ratings matter at this span of the franchise life cycle.

Try turning down your pitch control and pitch consistency to 0 on legend. I know it sounds extreme, but I get realistic stats using this method, especially realistic walk numbers. It forces you to really work the edges and sometimes your guy will miss and get hammered. But for the guys who have high control ratings, you'll still be able to dominate at times. I've thrown a no hitter on this setting, and I've also given up 10 plus runs on multiple occasions (I play out every game and was into my 3rd season last year in 24 with the reds, so pretty large sample size) give it a try, you might like it. -
I find this year the whole game just feels off like the pictures don't have the same sort of slap of the glove they had last year the ball off the bat doesn't seem quite as good in and I'm not even talking about online mode I'm talking about franchise mode here just everything that this game this year just seems off and I don't like it analog hitting is just dreadful this year your guys like basically may still be swinging a wet noodle I hate using button hitting it's so boring but it's the only thing that really works this year I don't know what they've done to this game but man I'm almost tempted to go back and play last year's game

Try GOAT pitching difficulty, this is why they added it. It makes pitching far more difficult and you can still strike guys out. The foul balls can get a little ridiculous and the CPU doesn’t walk enough, but I’m in the bottom half in the league in ERA, which I love because I’ve led the league in the stat every year for as long as I can remember, until now.
