Why is there a limited number of legends?

I understand that you’re not going to be able to put EVERY legend in the game, but I was wondering how 2k and Madden are able to use every single historical player while the show is limited to around 30-40 new ones a year?
Is there some type of different agreement those games have with the league? SDS even loses the rights to certain players (see Yogi Berra or Gaylord Perry). I know that SDS makes individual agreements with players, but why is the situation any different from the other two games I mentioned.

The Show has to get the rights of the player in order to use them and market them in their game. 2k basketball and Madden may have different deals after retirement, but once you retire from MLB, you are no longer in the player association, and they can't legally use their name in the game. This is evident when you look at MLB Records, and Barry Bonds doesn't show up (or at least he hasn't in the past) they just haven't signed a contract with them.

I don't think Madden has the rights to every legend/historical player. They just probably have so many because Madden is a much larger game, so more $, so it just seems like they have everybody.
For example, Belichick isn't even in Madden because EA doesn't have his rights. (I know he's not a legend, just using him as an example of something EA doesn't have in the game)

What sucks is SDS doesn’t put in all of the legends they have rights to. Juan Pierre was in moments last year but wasn’t seen in DD.
Not to mention a lot of gold/diamond FBs that were in moments that were never put in DD. I’m sure there’s many other examples.

EA Tiburon (The makers of Madden), has over 500 employees, SDS doesn't have 100. That tells you the difference.

Yes that does mean Madden can while SDS can't. EA makes 6 times the amount SDS does just on the base game alone. I'm sure the microtransactions furthers that gap.
Yeah SDS isn't exactly poor, but big names like Mantle are not cheap I can guarantee you that. I think your severely underestimating how expensive retired players rights are. -

You’d think guys like MJ or Peyton Manning are going to cost just as much if not more than Mantle and other big names. Yeah, legends are expensive, but it can’t be to the point where it’s impossible to keep more than around 150 in the game.
I understand that EA and 2K are bigger companies. I just don’t believe that the discrepancy between the two and SDS can be that much that SDS even loses the rights to players every year even while they’re gaining some. I guess I’m wrong.
