I don't understand the problem here. Do you think he is cheating or dedicated? I'm thinking definitely dedicated.
Intentionally exploiting a game bug is one hundred percent cheating.

It shouldn’t matter this much actually. Just beat him and move on. Eventually he’ll be forced to update then he won’t catch up.

Seriously wtf are you on about? I don't care if a player uses set 1,2 or 3. I can still beat them with core. Even more importantly, if you lose to a set 1 team and complain, that's a you problem.
