Pretty sure cut offs for attributes and adding NEW players is Wednesday evening.
But Tatis may be an exception.
If he isn't in there tomorrow; chances are he'll be added in next weeks Roster update for adding players.

I wrote an email to SDS and they replied saying he would be added in the game as soon as he plays his first game. My question is , if I have custom rosters would he just be included in my current rosters or would I have to create my rosters from scratch?

He’ll only be added to the live rosters. Unfortunately, you’ll have to start over.
