Is Buck O'Neil a top tier captain?

It seems like when you stack the [censored] league players with him you get a bunch of very strong cards. Everyone except Stachel Paige ends up being a 99 overall if I recall, and they just destroy balls/batters

Buck is definitely the best captain, followed by Jeter and Hoffman. There are just not enough cards to make full use out of the other ones
