Cool down rules?

So I'm glad SDS is attempting something to discourage the rage quits and dashboarders, but does anyone know how the cool down rules works? Not referring to co-op, I know that is broken. I can't find any info online anywhere.

Co-op is the only place the cooldown exists currently

Gotcha. Hope they mix it in to other modes. Dashboarders are annoying.
